The states with the cheapest 30-year mortgage refinance rates Thursday were New York, California, Florida, Mississippi, Virginia, Montana, Louisiana, and Minnesota. The seven states registered 30-year refi averages between 6.81% and 7.15%. Meanwhile, the states with the highest refinance rates on Thursday were Hawaii, Indiana, Kentucky, Arizona, Nevada, Ohio, Connecticut, New Jersey, and Utah. The range of 30-year refi averages for these states was 7.22% to 7.26%.
