Tenants, landlords agree a rocky rollout marred Oregon rent assistance push

After a slow early rollout, Oregon rushed to speed up pandemic rent aid to thousands of applicants at risk of eviction. The state distributed more rental assistance in 10 months than it had over the past 10 years combined.

But the scramble came with major logistical headaches. Tenants and landlords alike complained of complicated applications, a long wait on decisions, and poor communication from Oregon’s housing agency and its contractor.

And there are also reports of misdirected or misallocated funds — some through apparent fraud and others through processing errors that sent money to the wrong place.

Landlord and tenant groups broadly said the Oregon Emergency Rental Assistance Program supplied millions of dollars desperately needed amid the pandemic’s economic fallout. But both said the program was overly complicated and still insufficiently urgent.
